Speed Limit for Commercial and Private Aircraft?

I was on a flight the other day and I noticed the plane speeding up and then slowing , a question came to mind, and is, Is there a speed limit for Aircraft and how is is it governed, examples , by type , flight plan, ect, didn’t have the opportunity to ask anyone at the airport. If not do they operate on a percentage of capability?

The only limit is that commercial aircraft are not allowed to go supersonic over the country. Which is not really an issue because none of the commercial airliners are capable of supersonic flight. The Concord for instance was limited if it was flying over the USA.
